The Regional Investment Centre — in Arabic «المركز الجهوي للإستثمار» — is the cornerstone of Morocco’s investment facilitation system. Its story explains how the Kingdom built one of Africa’s most dynamic business climates in twenty years.
2002: the founding royal letter
In his letter to the Prime Minister of 9 January 2002 on decentralised investment management, King Mohammed VI ordered the creation in every region of an investment centre under the wali’s authority, organised around two windows:
- the business-creation window — a single interlocutor completing all incorporation formalities, with the single form as its instrument;
- the investor-assistance window — information, permits for projects under MAD 200 million, and preparation of agreements for larger ones.
Moving these decisions from Rabat to the regions cut creation times tenfold and seeded a service-minded administration.
2019: the law 47-18 reform
Law 47-18 turned the CRIs into public agencies with boards, refocused on three mandates: end-to-end investor support (one-stop shop), regional economic promotion, and the secretariat of the Unified Regional Investment Commissions, which now decide permits, derogations and agreements in one place within set deadlines, on a digital platform (CRI-Invest).
The CRI Tanger-Tetouan-Al Hoceima today
Based in Tangier with provincial branches, the regional CRI supports every project in the territory. Recent press reporting gives the scale: in 2025, about 487 projects approved by the regional commission for close to MAD 80 billion of planned investment — among the highest volumes in the country.
