An investment project in the region follows a structured, largely digital pathway, steered by the Tanger-Tetouan-Al Hoceima regional investment centre (a public agency reformed by law 47-18) and the Unified Regional Investment Commission, which brings every administration around a single file.
The four stages
Qualify
Opportunity study, choice of territory and status (acceleration zone or common law), financial pre-structuring — with free data and guidance from the CRI.
Authorise
One file to the unified commission: administrative and planning permits, agreements and opinions processed in a single circuit.
Contract
Investment-charter premiums, state agreements, public or private land mobilisation.
Operate
Incorporation, recruitment support (ANAPEC, OFPPT), utility connections and aftercare.
What to line up
- The investment charter — state premiums and support schemes;
- Land — state-owned plots, developed zones, rezoning;
- Factor costs — wages, energy, taxation;
- Labour law — contracts, social charges, working time;
- Customs — economic regimes, free-trade agreements (EU, US, AfCFTA): douane.gov.ma;
- Taxation — corporate tax, VAT, local taxes: tax.gov.ma.
